Washington CNN —The US government has asked leading artificial intelligence companies for advice on how to use the technology they are creating to defend airlines, utilities and other critical infrastructure, particularly from AI-powered attacks. The Department of Homeland Security said Friday that the panel it’s creating will include CEOs from some of the world’s largest companies and industries. The list includes Google chief executive Sundar Pichai, Microsoft chief executive Satya Nadella and OpenAI chief executive Sam Altman, but also the head of defense contractors such as Northrop Grumman and air carrier Delta Air Lines. It also includes federal, state and local government officials, as well as leading academics in AI such as Fei-Fei Li, co-director of Stanford University’s Human-centered Artificial Intelligence Institute. The US government already uses machine learning or artificial intelligence for more than 200 distinct purposes, such as monitoring volcano activity, tracking wildfires and identifying wildlife from satellite imagery.

Domestic fliers have one year left to get REAL ID-compliant documentation before the Department of Homeland Security's new policies go into effect. The REAL ID Act was introduced in 2005 in an effort to tighten the nation's air travel security in the wake of the September 11 attacks. The deadline for REAL ID compliance has been repeatedly delayed since its original 2008 deadline. Once the REAL ID requirement goes into effect, travelers will no longer be able to board domestic flights with an ordinary license. Travelers who go to the airport after May 7, 2025 without a REAL ID-compliant license will not be able to get past security, the DHS website says.

CNN —Hackers targeted a wastewater treatment plant in Indiana on Friday evening, prompting plant managers to send maintenance personnel to investigate the suspicious activity, a local official told CNN. A Russia-linked hacking group claimed responsibility. The same group claimed credit for a string of hacking incidents against water facilities in Texas earlier this year. On Saturday, Russian-speaking hackers posted a video to social media claiming credit for a cyberattack on a TMU wastewater treatment plant. It’s the latest apparent effort by a group of Russian-speaking hackers to target water facilities in small American towns.

On Wednesday, Senate Democrats voted to declare as unconstitutional both articles of impeachment against Department of Homeland Security Secretary Alejandro Mayorkas — effectively ending the trial. It put a swift end to what had been a monthslong process by House Republicans, championed originally by Rep. Marjorie Taylor Greene of Georgia. Democrats agreed with Schumer's move, effectively rendering the articles moot and the trial over before House Republicans could present their case. Senate Republicans were also unsuccessful in their effort to pressure vulnerable Democrats to back their push for a longer trial. Greene forced her colleagues to vote on moving forward with Mayorkas' impeachment last November.

Congress last month approved the fiscal year 2024 funding level for FEMA’s Shelter and Services Program in the federal funding package, nearly six months into the fiscal year. Rep. Joaquin Castro, a Democrat who represents San Antonio, said that immigration is a federal responsibility. “Funding from the Shelter and Services Program (SSP) has helped Catholic Charities and other groups in my city of San Antonio offer basic migrant services without straining local resources. “Due to the substantial demand that exceeds the limited SSP program funding authorized by Congress, not all requests can be fulfilled,” a DHS spokesperson told CNN. The Migrant Resource Center opened in July 2022 as a temporary place for migrants traveling through San Antonio.

CNN —US Coast Guard leaders illegally used nondisclosure agreements to prevent sexual assault victims from speaking out about their alleged attacks, according to a congressional inquiry sparked by a CNN report into sexual misconduct at the prestigious Coast Guard Academy. CNN reported last year that Coast Guard leaders had guarded the secrecy of the internal investigation to the point that officials with access to case materials had to sign non-disclosure agreements. “Requiring victims to agree not to discuss what happened to them is particularly reprehensible,” Sen. Ted Cruz wrote in a letter to the Coast Guard Sunday. Cruz’s letter is just the latest fall-out for the Coast Guard since the Fouled Anchor controversy broke last June. “This is a disservice to the survivors of rape and other sexual assaults at the Academy, whom the Coast Guard has already failed once,” he wrote.

The S&P 500 tumbled the first two trading days of the new quarter and is down 0.8% for the week after paring back some of its losses on Wednesday. Some Fed officials revealed at the central bank’s policy meeting last month that they see fewer rate cuts than the three they forecast last December for 2024. Traders see a 63% expectation that the Fed cuts rates in June, a drop from more than 70% a week earlier, according to the CME FedWatch Tool. “With Middle East tensions on the rise, OPEC+ supply side measures have pushed crude oil volatility down,” BofA strategists wrote in a Wednesday report. “Adding to a complex backdrop, we now estimate that improving economic growth expectations have helped push global oil markets into a deficit.”The price of gold has also climbed this week.

Washington CNN —Microsoft committed a “cascade” of “avoidable errors” that allowed Chinese hackers to breach the tech giant’s network and later the email accounts of senior US officials last year, including the secretary of commerce, a scathing US government-backed review of the incident has found. In particular, the review board faulted Microsoft (MSFT) for not adequately protecting a sensitive cryptographic key that allowed the hackers to remotely sign into their targets’ Outlook accounts by forging credentials. The hackers downloaded about 60,000 emails from the State Department alone, department spokesman Matthew Miller has said. Microsoft has “mobilized our engineering teams to identify and mitigate legacy infrastructure, improve processes, and enforce security benchmarks,” the statement continued. Russian hackers allegedly infiltrated software made by US firm SolarWinds to steal emails from US government agencies in 2020.

On Thursday, Vice President Kamala Harris announced a set of new, binding requirements for US agencies intended to prevent AI from being used in discriminatory ways. Under the requirements taking effect on Dec. 1, agencies using AI tools will have to verify they do not endanger the rights and safety of the American people. The new policy from the Office of Management and Budget (OMB) also directs federal agencies to designate a chief AI officer to oversee how each agency uses the technology. She said the Biden administration intends for the policies to serve as a global model. Still, the new OMB policy marks the latest step by the Biden administration to shape the AI industry.
